Systems & Payroll Coordination for Global Pharma in Europe
Many Countries, Many Payroll Providers, Many HR Systems. One Coordinated Model, Without a Big-Bang Migration.
Pharma groups rarely design their European payroll. They inherit it. Each acquisition brought its own payroll provider, its own HRIS instance and its own way of running the month, and ten years later nobody holds one view of the European workforce. Finance reconciles by hand, HR answers the same question three times, and every audit starts with a data hunt.
Europe HR Solutions coordinates what you already have into one model: one calendar, one data standard, one owner per country, one view for HR and finance. Your local providers keep processing payroll; we make them run as one. Country by country, with no pay run at risk.

WHO WE ARE
The Coordination Partner Behind European Payroll in Regulated Groups
Europe HR Solutions has run HR and payroll operations across Europe for US and UK companies for over 15 years: a senior team in Belgium that owns the model, independent in-country specialists who know each payroll, and local providers who keep processing. We coordinate; we do not replace your providers or your systems unless you decide to.

THE PATCHWORK
What Ten Years of Acquisitions Leave Behind
Seven countries, six providers, four systems, seven calendars and five different people reconciling. Nobody chose this landscape. It accumulated, one deal at a time.
| Country | Came with | Payroll provider | HRIS | Pay calendar | Who reconciles |
|---|---|---|---|---|---|
| DEGermany | Legacy entity | Provider A | Group HRIS | Cut-off 15th, paid 25th | Regional HR |
| FRFrance | 2019 acquisition | Provider B | Acquired HRIS | Cut-off 20th, paid last day | Finance France |
| ITItaly | 2019 acquisition | Provider B | Acquired HRIS | 13th and 14th month, cut-off 18th | Finance France |
| CHSwitzerland | 2021 acquisition | In-house, one person | Spreadsheet | Cut-off 10th | Nobody since 2024 |
| IEIreland | Legacy entity | Provider C | Group HRIS | Weekly for the plant, cut-off Thursday | Plant HR |
| NLNetherlands | 2022 acquisition | Provider D | Acquired HRIS 2 | Cut-off 18th | Local HR |
| BEBelgium | 2023 acquisition | Provider E, social secretariat | None | Cut-off 20th, indexation twice a year | Office manager |

WHY IT MATTERS IN PHARMA
In a Regulated Sector, Inconsistent HR Data Costs More
A payroll error in pharma is not only a payslip problem. It is a data integrity problem in a sector where regulators, auditors and investors expect records that reconcile.
Audit-ready HR data
Quality audits, inspections and SOX controls expect traceable records: who is employed where, on what terms, trained for what. Seven payrolls with seven data standards cannot answer that in one query, and a reconciliation built by hand each quarter is a finding waiting to happen.
Every deal adds countries and providers
Each acquisition lands with its own payroll provider, HRIS and calendar. Without a coordination model, every deal adds a lane instead of joining one, and the integration team starts from zero each time. With one, the next acquisition is a known sequence.
Pay transparency needs comparable data
Employers with 100 workers or more must report their gender pay gap, including variable pay and by quartile pay band. The first reports, from employers with 150 or more, are due by 7 June 2027 on 2026 pay data. That takes one pay data standard across countries, not six exports stitched together.
Directive (EU) 2023/970, Article 9
FROM FRAGMENTED TO COORDINATED
Same Providers, Same Countries. One Model Instead of Seven.
We do not rip out what works. We put a coordination layer over it, so each local payroll keeps running while the model around it changes.
Seven lanes, five owners, no single view
Every country runs its own month. Changes are re-keyed, approvals travel by email, and month-end is rebuilt by hand.
Same countries, same providers, one model
A coordination layer over what you already have. Nothing is ripped out. Everything runs to one rhythm.
WHAT EUROPE HR SOLUTIONS HANDLES
Six Workstreams That Turn a Patchwork Into One Model
Each workstream is completed for every country and reported into one place. Final workstream titles come with the copy.
Landscape Inventory
Every provider, HRIS instance, calendar, registration and owner documented country by country, from source documents rather than memory, with gaps and risks graded.
Provider Coordination
Local providers kept where they work and replaced only where they do not, all of them run to one calendar, one input format and one approval flow.
HR & Payroll Data Alignment
One employee data standard across HRIS instances and providers, so headcount, pay history and cost agree before anyone reports them.
Systems Connection
Interfaces and handoffs between your HRIS, each payroll and finance defined, tested and documented, so a change travels once instead of being keyed in every country.
Acquisition Onboarding Playbook
A repeatable sequence for bringing the next acquired country into the model: inventory, mapping, parallel run, cutover, without pausing anyone’s pay run.
Governance & Reporting
Controls, escalation paths and provider performance managed centrally, reporting into one European view for HR and finance, including the pay data your reporting needs.
HOW WE RUN IT
Inventory. Align. Connect. Govern.
Four steps, run country by country around live pay runs. Never a big-bang migration.
Inventory
Every provider, system, calendar, registration and owner documented per country, from source documents, with gaps and risks graded before anything moves.
›Align
One calendar, one employee data standard and one approval flow agreed with each provider and each local team, country by country.
›Connect
HRIS, payroll and finance handoffs defined and tested, with parallel runs before any cutover and no pay run or filing at risk.
›Govern
Controls, escalation and provider performance managed centrally, reporting into one European view, with the playbook ready for the next acquisition.

QUESTIONS HR AND FINANCE LEADERS ASK US
Payroll Coordination for Global Pharma: Your Questions Answered
1. Do we have to replace our payroll providers or our HRIS to get one model?
No. The model is a coordination layer over what you already have: one calendar, one data standard, one approval flow and one owner per country. Providers that work stay. Providers that do not are replaced on their own notice period, one country at a time, and never all at once.
2. Is this payroll processing?
No. Your local providers, or your in-house teams, keep calculating and paying. We coordinate the inputs, the calendar, the data standard, the controls and the handoffs between HRIS, payroll and finance, and we report the whole into one European view.
3. We already have an HRIS consolidation project running. Does this conflict with it?
It is the part that project is missing. A new system needs employee data that reconciles, and that only happens once payroll inputs, provider records and the ledger agree in every country. We run the two as one sequence, so clean data lands in the new system instead of the current patchwork being loaded into it.
4. How do you avoid a big-bang migration?
By moving one country at a time, around its own pay calendar. Each country gets an inventory, a mapping to the model, a parallel run and a cutover scheduled between a filing date and the next cut-off. No country moves until the previous one has signed off.
5. What happens when we acquire the next company?
The same sequence, now as a playbook: inventory the acquired payroll and systems, map them to your model, run in parallel, cut over. Because the calendar, data standard and ownership already exist, an acquisition adds a country to the model instead of adding another lane.
6. Does this help with pay transparency reporting?
Directly. Employers with 100 workers or more must report their gender pay gap, including variable pay and by quartile pay band, and the first reports from employers with 150 or more are due by 7 June 2027 on 2026 data. The transposition deadline of 7 June 2026 has passed, but most Member States are still finalizing their national laws, so the detailed rules differ by country. With one pay data standard across countries, each report becomes a query instead of a project.
7. What does it give our auditors and inspectors?
One documented data standard, a named owner per country, written controls and an audit trail for every change and correction. Questions about who was employed where, on what terms, are answered from one source rather than reconstructed from seven.
8. How long does it take?
The inventory takes a few weeks. After that, each country moves on its own calendar, usually two pay cycles per country, with several countries running in parallel. The total depends on how many countries and providers you have and on provider notice periods, which we map in the inventory before committing a plan.
