EUMETNET is a collaborative network of 33 European National Meteorological and Hydrological Services dedicated to advancing meteorology through shared knowledge, joint programmes, and collective innovation. Established in 1995, the organisation fosters cooperation in data exchange, forecasting, research, and training, representing the collective interests of Europe’s national meteorological services to European institutions. We were proud to work on this mega project and managed to successfully unify HR policies for six European countries, with complete compliance and employee handbooks.
The Challenge
EUMETNET, a European foundation coordinating national meteorological services, required a consistent HR framework to support its small but geographically dispersed workforce across six different European countries.
Despite having fewer than 20 employees, EUMETNET’s cross-border structure made HR management highly complex — with varying local laws, documentation standards, and employment conditions.
The foundation needed a single, pan-European employee handbook that aligned local legal requirements while preserving organizational coherence and fairness across its member countries.
The Solution
Europe HR Solutions was engaged to design and deliver a Pan-European Employee Handbook that ensured compliance, consistency, and cultural sensitivity across EUMETNET’s operations.
Our scope included:
- Conducting a legal review of HR policies and labor law requirements in six European countries.
- Designing a core European HR framework, adaptable to local variations.
- Drafting and delivering a Pan-European Employee Handbook that covered employment conditions, benefits, leave, and workplace conduct.
- Ensuring alignment with EU directives and national labor laws.
- Providing practical implementation guidance for management and employees.
The final product gave EUMETNET a unified HR reference tool that maintained compliance while fostering transparency and equality across all countries.
